[load balancing] dsr not failing over

folx,

i got my dsr config (previously discussed here) working, but it
doesn't seem to ever fail over. it balances, but if you take a server
out of service, even after the specified number of health checks
failed, it doesn't ever switch over. is there something obvious i'm
missing?

set up:

cisco switch:
        --alteon 180e
        --three real servers

servers have the vips bound to loopback address as /32s with linux
kernel settings to not arp. this part is verified.
