[load balancing] bigip 5100 redundant problem

Hi,
i installed 2 5100 box software version 4.5.12
i want use active - standby redundant failover. (network failover from l3
switch)
first off all, How can i set unit 1 active unit and unit 2 standby unit ? (i
remember v9.x i can set it but i didnt see 4.x on gui and didnt information
for CLI)
second problem is important when i open 2 boxes always change role active i
didnt set second box standby unit, and i cant ping their self ips sametime
but when i boot these box i can ping same time

could you help me pls
