Is anyone aware of the possibility to configure a slow start type feature,
or maybe limit the connections per second on a real server. For example,
when a server comes up we would like to limit the amount of connections sent
to it for a short period of time until things are balanced out to avoid
overloading. Or if we can limit the cps to curb DoS attacks, etc. Sort of
like slow start and synguard on the Local Director platform.

WebOS 6.0.65 is quite old but basic SLB should work fine. I suggest you
check
and confirm that the real serves (RIPs) have the correct netmasks and
broadcast
addresses for your network.
I've only ever seen this error where the RIP and VIP addresses do actually
clash!
Is group1 aligned to VIP1?
Try removing the loopback config (not to sure what this is as it's not
normally
a requirement)
Can't help with the WebOS download issue.
